• Public records are required to be public by default
• Technology standards are recommended but missing details on the definition, e.g. Ability to export records in TXT format with recommended metadata headers
• Accounting standards are recommended but missing details on utilizing the state accounting system and base common fields
• Metadata standards are recommended but missing details that metadata at a minimum define the field headers for the accounting standard fields
• Annual report is required with recommendations and updates
• Bi-annual meetings are required with published agendas and meeting results
• Incentive programs are included, either grant annual funds for annual participation with state open data system or create a certification system that allows publishing for annual compliance
• Bill has not passed the House or Senate yet
• Bill has not been signed into law yet
